How to Build a Semantic SEO Strategy

A working process, not a theory lecture: the sequence of decisions that turns “we should do semantic SEO” into a prioritized, executable plan.

01Start by defining the central entity

Every semantic SEO strategy starts with one decision: what is this site the definitive source about?

The central entity is not a keyword — it’s the “thing” the whole domain (or a specific site section) exists to explain. For a SaaS product, it might be the category the product competes in, not the product name. For a consultancy, it’s the discipline, not the founder’s name. Get this wrong and every downstream decision — what to write, how to link, what to prioritize — inherits the mistake.

A useful test: if a competitor’s page could plausibly rank for a topic you’re about to cover, and your site has no other content that reinforces that topic, you probably haven’t anchored it to your central entity yet.

02Map the topical border

Once the central entity is fixed, the next step is mapping its topical border — the full set of subtopics, questions, and adjacent entities that a genuine authority on the subject would be expected to cover. This is usually done by combining:

Query research the actual questions, comparisons, and modifiers real searchers use around the entity — not just head-term keyword volume.
Competitive coverage gaps what the current top-performing sources cover that you don’t, and — just as important — what they’re missing that you can own.
Domain expertise the questions a real practitioner knows come up in practice but rarely show up cleanly in keyword tools.

The output is a map, not a list — subtopics grouped by how they relate to each other and to the central entity, not a flat spreadsheet of keywords.

03Split into core and outer sections

Every topical map divides into two zones. Core sections are the commercial heart of the topic — the pages closest to what the business sells or does, where buying intent concentrates. Outer sections are supporting and educational content that builds context, answers adjacent questions, and demonstrates the depth a retrieval system associates with genuine authority.

Strategy work here means deciding where the line sits for your specific entity, and making sure outer content isn’t built for its own sake — every outer page should exist because it strengthens the case for a core page, either through internal linking, shared entities, or covering a prerequisite question.

04Prioritize by leverage, not by ease

With a full map in hand, the temptation is to start with whatever is easiest to write. A better prioritization rule: sequence work by how much a given page increases the topical strength of everything around it. Core, high-intent pages that are currently thin or missing usually come first — not because they’re easy, but because every outer page you build afterward can link into them and compound their strength. Foundational entity-definition pages come early too, since later content will reference them rather than re-explain basics.

Rule of thumb — if a page you’re about to build would need three other pages to exist first for its internal links to make sense, build those three first.

05Execute and measure

Execution follows the same four-layer system used across a mature semantic SEO program: Map (the work above) → Brief (translating each mapped topic into a specific content brief with the entities, questions, and internal links it must include) → Produce (writing to the brief, not to a word count) → Link (connecting the new page into the existing map so it both receives and sends topical relevance).

Measurement should track topical coverage and query-set visibility — how many queries in the mapped cluster you show up for — rather than watching a single target keyword’s position in isolation.
